MUNICIPAL ELECTION
TUESDAY, APRIL 13
The City of Malibu will be conducting
its General Municipal Election on
Tuesday, April 13, 2010 to fill two
Councilmember seats. Watch the
mail for your Sample Ballot pamphlet
– it should arrive between March 4
and March 12, 2010.
The last day to register to vote is
March 29, 2010. If you are unable to
vote at the polls on Election Day, you
can request a Vote By Mail Ballot.
Find your application to Vote By Mail
on the back of your Sample Ballot
or on the City’s website at www.
ci.malibu.ca.us.
POLLWORKERS ARE NEEDED!
Please call the City Clerk’s Office at
(310) 456-2489 ext. 246 if you would
like to help at the polls the day of the
election. Polls will be open from 7:00
a.m. to 8:00 p.m. on Election Day,
Tuesday, April 13, 2010.
On April 22, 1970, 20 million Americans took
to the streets, parks and auditoriums to
demonstrate for a healthy, sustainable
environment. Coast-to-coast
rallies included thousands of
colleges and universities that
organized protests against
the deterioration of the
environment. Groups that
had been fighting against oil
spills, polluting factories and
power plants, raw sewage,
toxic dumps, pesticides,
freeways, the loss of
wilderness and the extinction
of wildlife suddenly realized
they shared common values.
The first Earth Day led to the creation
of the United States Environmental Protection
Agency (EPA) and the passage of the Clean Air, Clean Water, and
Endangered Species Acts. Earth Day went global in 1990, which
gave a huge boost to recycling efforts worldwide and paved the
way for the 1992 United Nations Earth Summit in Rio de Janeiro.
Earth Day 2000 focused on global warming and a push for clean
energy. The Internet helped activists from around the world reach
out to hundreds of millions of people in a record 184 countries.
Now, 40 years later, the fight for a clean environment continues
and the City of Malibu is leading the charge with numerous clean
water projects, highlighted by Legacy Park, which will create an
environmental cleaning machine to help clean up the water in Malibu
Creek, Malibu Lagoon and Surfrider Beach. In addition to these
ongoing environmental efforts, the City invites all its residents to be
a part of this history and a part of Earth Month beginning with Earth
Hour at 8:30pm on Saturday, March 27. Then, throughout April,
the City will host a variety of events, including a community festival,
gardening workshops, recycling collection events and more. See the
City website for more information and celebrate Earth Day … everyday!

City of Malibu Quarterly Newsletter
A new City ordinance now in effect
is aimed at helping property owners
create and maintain healthy,
water efficient landscapes. The
Landscape Water Conservation
Ordinance, or LWCO, only applies
to new landscape projects over a
certain size. Landscape Guidelines
which explain the type and size
of landscape projects the LWCO
applies to and assists property
owners with designing their projects,
can be found in the Malibu Green
Room on the City’s website (www.
ci.malibu.ca.us). The Guidelines
also include resources and links to
information on rebates, incentives
and water efficient landscaping.
By preventing the wasteful use of
water for landscaping, the LWCO
has the added benefit of protecting
ocean water quality by preventing
runoff. Any water that leaves your
property, whether it’s generated by
rain, a garden hose or sprinklers,
is runoff. Runoff not only wastes
an expensive resource, but it also
has the nasty habit of picking up
everything in its path — like trash
and auto fluids — and carrying it to
the ocean.
The LWCO addresses efficient
outdoor water use and runoff from
several angles. It sets a water

budget for new landscape projects
and requires that projects be
designed to stay under the budget
by limiting the use of water-thirsty
plants like turf and non-native
species. The LWCO also calls for
soil testing and preparation prior to
landscape installation. Proper soil
amendments and texture ensure
soil will nourish plants, and absorb
and retain moisture. A simple soils
test and analysis can cost less
than $50 and is a great way to help
ensure the health of your landscape
investment.
The LWCO calls for new irrigation
systems to include a weatherbased
automatic irrigation controller
that applies water according to
weather and soil conditions. These
controllers help prevent waste and
runoff from over watering, save
on your water bill and keep plants
healthy.
